(Meagan Flynn) The driving infractions and fines had piled up on Robin Clearey, who stood before Magistrate Joe Licata after she was ticketed for driving without working taillights, a license or valid registration.

he had been through this many times before, she told the judge, and at that very moment she also had a criminal case pending for driving with an invalid license, for which she would stay in jail unless she paid a $3,500 bond. Licata warned her that, if she didn’t pay the fines for these tickets and renew her license after paying surcharges to the Department of Public Safety, “you’re gonna get arrested every time you get pulled over.”

That was nothing to her, Clearey responded — because she had already become trapped in a cycle of arrests.

“It’s nothing to me either,” Licata told her. “It’s job security.”

In a damning commentary on the rush to invade Iraq, Sir John Chilcot’s inquiry found “diplomatic options had not” at the time “been exhausted. Military action was therefore not a last resort — as then Prime Minister Tony Blair led the people of the U.K. to believe.

While the Chilcot Report proffers scathing insight into the circumstances surrounding the U.K.’s part in one of the most contentious invasions of a sovereign state in modern times, findings dually skewer then U.S. President George W. Bush’s reckless rush to force military action.

“Military action might have been necessary later,” the BBC summarized several key points found by the Inquiry, “but in March 2003: There was no imminent threat from Saddam Hussein; The strategy of containment could have been adapted and continued for some time; The majority of the Security Council supported continuing UN inspections and monitoring.

(Jack Morse) The newly created Department of Homelessness & Supportive Housing is set to begin the process of removing every single homeless encampment in the city — tent by tent. CBS 5 reports that the department’s deputy director, Sam Dodge, laid out this goal in conversation with the channel at the same time as SFPD Northern Station Captain John Jaimerena was telling Hoodline that his officers have no plans to take down encampments as it isn’t illegal to be homeless.

“We’ve seen an increase in encampments in the Mission district between 14th street and 19th street and South Van Ness and Harrison,” Dodge told CBS 5. “To try to go person by person, offer everyone at least shelter so that we can resolve an encampment.”

When pressed by CBS 5 if to “resolve an encampment” meant “taking them down,” Dodge replied, “yeah, that’s right.”
